Interest in a possible takeover grew after executive chairman Daniel Levy stepped down on Thursday, ending nearly 25 years in the role.
A club statement on Sunday said ENIC Sports & Developments Holdings Ltd, which owns 86.5% of Tottenham, rejected two offers: one from Amanda Staveley’s PCP International Finance Limited and another from a group led by Dr. Roger Kennedy and Wing-Fai Ng through Firehawk Holdings Limited.
The statement added that because ENIC holds the majority of the club, any purchase of ENIC would require a mandatory offer for the remaining Tottenham shares under UK takeover rules.
The Board of Tottenham Hotspur and ENIC have confirmed that the club is not for sale, and ENIC has no plans to sell its stake.
According to the rules, both PCP and the consortium must, by 5 pm on 5 October 2025, either declare a firm intention to make an offer for the club or state that they do not plan to make an offer. If they choose the latter, their announcements will follow specific regulatory procedures.
ENIC is mostly owned by British businessman Joe Lewis and his family, who also own the private equity firm Tavistock Group.
In April, Tottenham appointed Vinai Venkatesham as their new chief executive, while Peter Charrington took on the newly created role of non-executive chairman, following Daniel Levy’s departure.
When Levy left, Tottenham confirmed that there would be no changes to the club’s ownership or shareholder structure.
